While most countries use postal codes, a few countries either don't have postal code systems or don't commonly use them (such as Ireland for many addresses, or some small island nations). For countries where postal codes are standard and expected, their absence indicates incomplete address data. Missing postal codes can cause delivery failures, prevent address validation, and create problems with geographic analysis and logistics planning. These rules are country-aware and only flag missing postal codes where they are expected and necessary.
